The purpose of the Employee Advisory Committee (EAC) is to act as a vehicle for agency employees to express their feelings, ideas, grievances, or employee relation issues to the Chief Executive Officer during monthly meetings. In order to make this group work effectively, each department is represented and involved. Members of the EAC act on behalf of all agency employees in matters of concern over agency changes or goals. There is one EAC group for employees in Jefferson County and one in St. Lawrence County.
Representatives will be elected every other year from the departments. One additional representative may be appointed to represent the department from which the Chairperson is elected. The Committee will conduct an election for officers to fill the roles of: Chairperson, Vice Chairperson, and Secretary. An employee who is voted to serve a two-year term may be deemed ineligible for the second year if they did not maintain acceptable EAC meeting attendance for the first year, which is a minimum of 75% of the meetings. Staff may nominate themselves or a department colleague to be part of the EAC. Staff on the EAC must have finished their initial 90 days of employment and be a regular work status employee. All representatives will serve two-year terms. Staff members with the title of Chief, Director, and Assistant Director are not eligible to serve or participate in the selection of the EAC members.

An ex-officio, non-voting resource person from the Department of Human Resources will act as advisor and consult to the EAC on matters of policy, practice, and general information. The ex-officio will attend all regular meetings, but not grievance portions of meetings. This person will also serve as liaison to management and Chief Executive Officer.
